Overview

This session will highlight the differences in Medicare reimbursement for each type of physician practice operated by a CAH. The presentation will relate not only to the physician practice, but also to the CAH. This session will also touch on the strategies and other factors that should be considered before determining which type of clinic should be established. Specific topics will be discussed for each type of clinic.

Tommy Barnhart, CPA
Dixon Hughes PLLC

Tommy Barnhart has over 35 years of experience in healthcare finance and operations, working with hospitals, long-term care providers, home health agencies, hospices, clinics and other healthcare entities. Tommy has a B.A. (Business Administration) from Bridgewater College. He has consulted on a wide variety of financial management and operational issues, including:

  • Preparation of facility operating and capital budgets.
  • Rate setting, including procedure and departmental level.
  • Evaluating the financial management operations of various healthcare entities and assisting with the implementation of new financial management and information systems.
  • Designing, evaluating and implementing electronic communication systems for various provider types.
  • Assistance with capital planning, financing and certificate of need issues related to new construction or renovations.
  • Preparation and analysis of cost reports for healthcare entities.
  • Assistance with various appeals of Medicare and Medicaid reimbursement and billing issues

Deborah Holzmark, RN, MBA, CPHQ, MCS-P, CMPE
Dixon Hughes PLLC

Deborah is a senior healthcare consultant with our physicians practice. Her areas of concentration include clinical services, quality and risk management, compliance assessment and managerial consulting. Deborah has a Bachelor of Science in Nursing from the University of Texas in Austin and a varied clinical background in critical care, emergency services and post-anesthesia care.

She also has a Master of Business Administration in Management from the University of Dallas and has worked in the managed care industry, focusing on utilization management, case management, disease management and quality and risk management for providers and facilities. She is a Certified Professional in Healthcare Quality and certified in Compliance as a Medical Compliance Specialist-Physician.

Her previous experience includes senior consulting positions with physician practices, hospitals and IPAs in North Carolina, and on financial, organizational and strategic projects. She's completed compliance programs for large physicians' practices in both medical and surgical specialties. She also provides education to staff and physicians on compliance, coding, billing and Evaluation and Management documentation for providers. Deborah brings a strong clinical background to the review and audit process, providing a professional understanding of physician services and a unique ability to work with physicians on process improvement.

Joe Barnes, CPA
Dixon Hughes PLLC

Joe Barnes has thirty years of experience working in the healthcare industry. Due to his cost-based reimbursement experience, Joe provides reimbursement consulting and cost reporting services to numerous critical access hospitals, federally qualified health centers and rural health clinics.

Joe frequently conducts educational sessions for rural health providers on such topics as maximizing revenues in FQHCs, evaluating operational issues in CAHs, cost-based reimbursement for FQHCs and RHCs and pay for performance.
